What is the City of Upland?
The City of Upland is the municipal government of Upland, California — a San Bernardino County city of about 79,000 at the foot of the San Gabriel Mountains, incorporated in 1906 after starting life as "North Ontario". Historic Route 66 runs along its Foothill Boulevard, the westernmost Madonna of the Trail statue (1929) marks the National Old Trails Road, and tree-lined Euclid Avenue with its bridle path is on the National Register of Historic Places. The city celebrates its citrus history at the annual Upland Lemon Festival, and holds a special place in skateboarding lore as "Badlands", home of the Pipeline Skatepark. The city runs its own Upland Police Department (fire was annexed into San Bernardino County Fire in 2017) with a municipal workforce of around 300.

Upland City Hall at 460 N. Euclid Avenue. The 4/10 is structural: the city's own footer reads "Hours Monday - Thursday 8:00 am - 6:00 pm". Four ten-hour days, every Friday off.
