What is the City of Provo?
The City of Provo is the municipal government of Provo, Utah — the state's fourth-largest city at about 115,000 and the seat of Utah County, founded in 1849 and incorporated in 1850. It is home to Brigham Young University, the largest private religious university in the United States with more than 30,000 students, and the largest LDS Missionary Training Center. The city is a focus area for technology development in Utah with several billion-dollar startups to its name, Forbes once ranked it the #1 City for Business and Careers, and its Peaks Ice Arena was a 2002 Winter Olympics venue. Provo also runs its own municipal electric utility — Provo City Power, "Powering Provo Since 1940".

Provo City Hall at 445 W Center St. The 4/10 is stated by the city itself: "Many positions are on a 4-10 (4 days, 10-hours per day) work schedule (Monday through Thursday 7:00 AM to 6:00 PM)" — and its HR office keeps those same Monday-Thursday hours. Live job bulletins repeat it as a perk, verbatim: "a 4/10 work schedule". (Note the city's own wording — "many positions", not all; the 311 contact centre runs Monday-Friday.)
