The City of Pico Rivera is the municipal government of Pico Rivera, California — a southeast Los Angeles County city of roughly 62,000, incorporated in 1958 and named for Pío Pico, the last Mexican governor of Alta California. It is a lean, contract-model city — law enforcement comes from the LA County Sheriff's Pico Rivera Station and fire from LA County Fire — yet it is unusually utility-rich for its size: the city runs PRIME, a city-operated community-choice electricity programme serving more than 18,000 accounts since 2017, and the Pico Rivera Water Authority supplies the city entirely from its own groundwater.
