Property Manager

Full-Time | Salisbury, MD & Surrounding Counties

Schedule: Monday-Thursday 36 hour, 4-Day Work Week

Salary Range: $60,000–$75,000 annually

Position Overview

The Property Manager (Technical Focus) is responsible for overseeing the daily operations, maintenance, compliance, and capital improvement projects of residential and clinical properties operated by a nonprofit behavioral health organization. This role combines traditional property management responsibilities with hands-on technical expertise in building systems, safety compliance, and facilities planning to ensure safe, therapeutic, and code-compliant environments for clients and staff.

Key Responsibilities

Property & Facilities Operations

  • Oversee day-to-day operations of residential homes, outpatient clinics, and administrative offices.
  • Ensure properties are safe, well-maintained, and supportive of behavioral health treatment services.
  • Conduct regular property inspections and develop preventative maintenance plans.
  • Coordinate repairs and oversee maintenance staff and third-party vendors.
  • Maintain and understand all legal components and related documents related to landlord tenant law

Technical & Building Systems Management

  • Maintain and troubleshoot building systems including HVAC, plumbing, electrical, fire/life safety systems, and security systems.
  • Develop and manage preventative maintenance schedules.
  • Maintain records of inspections, warranties, service contracts, and compliance documentation.
  • Support small renovation and capital improvement projects.
  • Assist in long-term facilities planning and asset lifecycle management.

Compliance & Risk Management

  • Ensure compliance with local, state, and federal building codes, health and safety regulations, and licensing standards applicable to behavioral health facilities.

  • Coordinate fire inspections, life-safety drills, and environmental health requirements.

  • Maintain documentation for accreditation and regulatory audits.

  • Identify and mitigate property-related risks.

  • Key inventory and password control/compliance

Vendor & Contract Management

  • Source, negotiate, and manage contracts with maintenance vendors and service providers.

  • Monitor vendor performance, timelines, and budgets.

  • Review and approve invoices in collaboration with Finance.

  • Interact with operations monthly/as needed related to tenants in rental housing.

Budgeting & Financial Oversight

  • Assist in developing annual property and capital improvement budgets.

  • Track maintenance expenses and recommend cost-saving initiatives.

  • Provide cost estimates for repairs and upgrades.

  • Decipher and allocate legal bills in relation to landlord tenant law

  • Complete or oversee all encompassing property management rents, additional rents and security deposits invoices as well as security deposit interest calculations and tracking.

Emergency Response

  • Respond to urgent maintenance and facility-related issues.
  • Participate in on-call rotation as required.
  • Implement emergency preparedness plans related to facilities.

Qualifications

Education & Experience

  • Bachelor’s degree in Facilities Management, Construction Management, Engineering, or related field preferred; equivalent experience considered.
  • 3–5+ years of property or facilities management experience.
  • Experience in healthcare, nonprofit, supportive housing, or behavioral health settings strongly preferred.

Technical Skills

  • Strong working knowledge of:
    • HVAC systems
    • Electrical and plumbing systems
    • Fire and life-safety systems
    • Building automation systems (preferred)
  • Ability to read blueprints and technical specifications.
  • Proficiency in work order and property management software.
  • Working knowledge of OSHA and ADA compliance standards.

Certifications (Preferred)

  • Certified Property Manager (CPM) Preferred
  • Facilities Management Professional (FMP) Preferred
  • OSHA certification
