Our Ideal Candidate

We are looking for a highly organized, tech-savvy and adaptable Operations Manager to oversee and optimize Bloom's internal systems, digital tools and operational workflows.

You have solid experience in digital agency operations (or comparable experience in fast-paced technology/professional services environments). You are equally comfortable managing internal software, troubleshooting automated workflows, overseeing recurring billing processes and collaborating with all teams to ensure the smooth running of our operational engine.

Role Overview

As Operations Manager, you will take charge of Bloom's operational infrastructure, managing the tools, workflows and administrative processes that support our team's daily work, client billing and cross-functional execution. You will directly supervise the Dev/Analytics team, manage internal applications (such as our proprietary billing, media budget tracking, business intelligence and knowledge management platforms), oversee SaaS account governance and access to technical infrastructure, maintain key automations, and work closely with department heads and Finance to maintain efficiency, accuracy and scalability within the agency.

Key Responsibilities

  1. Agency Platforms and Infrastructure Operations
  • Internal Tool Governance: Maintain operational readiness and user access for key internal applications, including the platforms used for client service agreements (mandates), media buying, monthly billing sheets, media budget tracking, business intelligence (time, cost and revenue tracking) and team training.
  • Technical and Account Administration: Oversee access, permissions and security of agency accounts across development environments, cloud infrastructure and data warehouses.
  • Accounting and Systems Integrations: Oversee the operational link between internal billing systems and the agency's accounting software, ensuring data accuracy on client billing sheets and financial records.

  • Automation Oversight: Maintain, test and troubleshoot internal automations for team messaging, integration tools, meeting analytics platforms and client onboarding processes.
  • Project Management and HR Tech Governance: Maintain governance standards for the agency's project management platforms (ticket management and billing lists) and administration of HR systems.
  • Tool and Credential Management: Manage account assignments, license management and access transfers across the agency's software platforms (collaboration tools, project management, HRIS, marketing analytics, CRM and development tools).
  1. Financial and Billing Operations
  • Recurring Billing Execution: Coordinate and run monthly billing workflows, including verifying deliverables, pricing closed tickets and processing monthly billing lines for specialized services (such as SEO and Analytics) before deadlines.
  • Contracts and Intercompany Management: Keep client contract records, intercompany billing and related administrative requirements up to date.
  1. Process Improvement and Team Support
  • Cross-Functional Collaboration and Capacity Planning: Collaborate with department heads for Client Services, Paid Media, Creative & Social Media, SEO and Analytics. Establish workload assessment criteria and proactive capacity planning to strategically balance resources, resolve bottlenecks and clarify processes.
  • ROI-Focused Efficiency and Initiative: Promote change management principles to foster a culture of continuous improvement. Empower the team to take initiative on high-impact projects that boost efficiency and productivity, delivering measurable return on investment (ROI).
  • Documentation and Training: Continually update operational documentation, refine agency handover processes and train team members on internal tools to ensure smooth transitions, reduce resistance and support lasting adoption of new workflows.
  • Technology Stack Evaluation and Alignment: System Audit and Optimization: Continuously evaluate and manage the agency's operational technology stack. Ensure all platforms are well aligned, integrated and optimized to support agency workflows, eliminate redundancies and ensure tools truly help the teams that use them.
  • Agency Operations Project Management: Lead internal operational initiatives from initial analysis through implementation. Oversee the rollout of new systems, workflows or process overhauls, treating internal operations with the same rigor as client projects.

Knowledge and Skills

  • Experience: 5+ years of progressive experience in operations management, systems administration or technical project management, with proven experience supervising technical/analytics staff, ideally within a digital marketing, media or technology agency (or a comparable environment).
  • Technical and Systems Fluency: Familiarity with managing cloud tools, development environments and SaaS platforms (e.g., version control, databases, project management tools, HRIS and workflow automation tools).
  • Project Management Software: Expertise with ClickUp is a must.
  • Financial and Billing Acumen: Understanding of agency billing cycles, time tracking, client scopes and financial reconciliation processes.
  • Process and Organizational Skills: Strong analytical and problem-solving skills, with a proven ability to document, audit and improve operational processes.
  • Project Management for Operations: Solid experience managing timelines, stakeholder expectations and successfully delivering internal initiatives across the agency.
  • Communication and Collaboration: Excellent oral and written communication skills to work effectively with management, technical leads and cross-functional teams.
  • Bilingualism: Fluency in French and English, spoken and written, to support Bloom's bilingual teams and its national and international clients.
  • AI and Automation Proficiency: Demonstrated ability to use AI tools to automate workflows, improve quality assurance (QA) and optimize agency operations. Experience with rapid prototyping or developing custom applications using AI is a major asset.
