Role: Strategic Pharmacy Relations Manager, Quebec
Reports to: Executive Director, General Medicine Business Unit
Location: Field-based position in Quebec

The Strategic Pharmacy Relations Manager, Quebec, is responsible for establishing and managing strategic relationships with pharmacy sector stakeholders in Quebec as well as emerging pharmacy-supported patient engagement channels, in order to advance patient access, pharmacist engagement, and the business priorities of the General Medicine Business Unit (GMBU), with a primary focus on cardiovascular and cardiometabolic areas.
Key Responsibilities
1. Quebec Pharmacy Strategy and Account Planning
Develop and implement engagement strategies specific to Quebec, aligned with GMBU priorities in community, specialty, and digital pharmacy channels.
Responsibilities:
- Develop and maintain strategic account plans for priority pharmacy organizations, banners/chains, associations, specialty pharmacy partners, and digital patient engagement channels.
- Build and maintain a network of key stakeholders and decision-makers in the pharmacy sector throughout Quebec.
- Identify opportunities to improve patient education, access, treatment initiation, adherence, treatment persistence, and patient support.
- Generate market insights on pharmacy practice, patient pathways, reimbursement, competitive activity, and emerging care models.
- Translate pharmacy and market insights into actionable recommendations for cross-functional partners.
2. Stakeholder Relationship Management
- Act as the primary contact for key pharmacy accounts, organizations, and digital partners in the pharmacy sector.
- Collaborate with pharmacy owners, pharmacists, banner leaders, specialty pharmacy partners, associations, and virtual care stakeholders in a compliant and value-driven manner.
- Represent Amgen at client meetings, conferences, and relevant industry forums.
- Facilitate collaboration between external stakeholders and internal cross-functional teams.
3. Value Creation and Patient-Centric Initiatives
- Identify and co-create pharmacy-based initiatives that support patient education, access, adherence, and patient support in the cardiovascular and cardiometabolic fields.
- Collaborate with internal teams to develop compliant resources, tools, and service models.
- Support the implementation of patient support programs in pharmacies and other approved engagement channels.
- Evaluate the results of initiatives and leverage learnings to improve future programs.
4. Quebec Pharmacy and Market Expertise
- Monitor pharmacy practice, reimbursement, patient support models, digital health, policies, and legislative changes impacting the Quebec market.
- Maintain up-to-date knowledge of RAMQ, INESSS, and Ordre des pharmaciens du Québec (OPQ) requirements, as well as the evolving scope of pharmacy practice.
- Evaluate new pharmacy and patient engagement models and their impact on patient access and commercial strategy.
- Inform internal stakeholders of market trends, customer needs, and strategic opportunities.
- Collaborate with the national pharmacy lead to align Quebec priorities with the national pharmacy strategy.
5. Cross-Functional Leadership
- Act as the subject matter expert for pharmacy in Quebec for the GMBU.
- Collaborate with teams in market access, medical affairs, patient services, sales, marketing, legal, compliance, regulatory affairs, government affairs, and other key functions.
- Coordinate planning, prioritization, resource alignment, risk management, and execution of pharmacy-related initiatives.
- Identify operational risks and obstacles, then recommend practical solutions.
6. Strategic Influence and Performance Delivery
- Lead strategic discussions with pharmacy clients, specialty pharmacy partners, and patient engagement organizations.
- Understand stakeholder priorities and develop mutually beneficial, compliant solutions.
- Lead complex discussions while maintaining strong, long-term relationships.
- Achieve agreed-upon account objectives, stakeholder engagement results, and strategic initiatives.

Required Qualifications
- Bilingualism (French and English) is required. The person in this position must be able to communicate effectively in English, as their duties involve regular interactions with colleagues and partners located outside of Quebec.
- Bachelor’s degree in life sciences, business administration, health policy, healthcare administration, or a related field.
- Relevant experience in the pharmaceutical, biotechnology, pharmacy, market access, patient services, digital health, virtual care, healthcare, or account management sectors.
- Strong understanding of the healthcare and pharmacy ecosystem in Quebec, including cardiovascular and/or cardiometabolic care pathways, patient journeys, and access-related considerations.
- Demonstrated success in building strategic relationships with external stakeholders and internal cross-functional partners.
- Experience in developing account plans, stakeholder engagement strategies, and customer insights to support business objectives.
- Strong skills in strategic thinking, business acumen, communication, negotiation, project leadership, and execution.
- Ability to lead cross-functional initiatives without direct authority and to operate in a dynamic, highly regulated environment.
- Excellent written and oral communication skills in French and English, with the ability to interact with Quebec clients in French and collaborate on a national scale.
- Reside in the Greater Montreal or Greater Quebec City area.
Desired Qualifications
- PharmD, B. Pharm., M.Sc., MBA, or graduate degree in health policy or a related discipline.
- Experience working with Quebec pharmacy organizations, including banners/chains, pharmacy owners, specialty pharmacies, pharmacy associations, or patient support programs.
- A pharmacy license in Quebec is considered an asset.
- Experience in the fields of cardiovascular, cardiometabolic, obesity, specialty medicines, biologics, biosimilars, nephrology, bone health, inflammation, or other relevant therapeutic areas.
- Knowledge of RAMQ, INESSS, reimbursement mechanisms in Quebec, private payer dynamics, and patient support programs.
- Experience working with digital pharmacies, virtual care, online pharmacies, or other patient engagement channels.
- Experience supporting Quebec-specific initiatives within a national pharmaceutical organization.
