The Manager, Market Access – Private Insurance, Quebec, holds a strategic market access role within the Value, Access, and Policy team. This person is responsible for optimizing patient access to Amgen treatments in the Quebec private insurance market as well as with certain national private payer accounts assigned to them.
The incumbent leads the development and implementation of strategies specific to each private insurance account in Quebec as well as certain national private payer accounts. Aligned with Amgen Canada’s global strategic plan for private insurance, these strategies cover the entire portfolio, including innovative products and biosimilars. This includes building trusted relationships with private insurers and other reimbursement decision-makers, leading negotiations with payers, developing and managing product listing agreements, and identifying opportunities to improve coverage, reimbursement, and sustainable patient access.
At the intersection of pricing, reimbursement, evidence, and stakeholder engagement, the incumbent works closely with cross-functional teams to support product launches, maintain and expand access to already marketed products, and maximize the long-term value of the portfolio. They also provide strategic perspectives on the evolution of the Quebec private insurance market and the dynamics of the national accounts assigned to them to inform business decisions, strengthen competitive positioning, and consolidate Amgen’s reputation as a trusted partner in improving patient access.
ACTIVITIES AND DELIVERABLES
Achieving results
· Develop and implement strategies tailored to Quebec private payers and assigned national private insurer accounts, in harmony with the global strategic plan for private insurance and for the entire Amgen portfolio, including innovative and biosimilar products.
· Develop and implement reimbursement strategies specific to each payer to optimize patient access, coverage, and financial performance.
· Achieve assigned market access objectives, particularly regarding product listing, reimbursement, patient access, and sustainable portfolio growth.
· Identify market opportunities and access barriers by leveraging customer insights, claims data, and market intelligence.
· Support launch preparation and lifecycle planning for products in development and marketed products with Quebec private payer accounts and assigned national accounts.
· Evolve strategies with payers throughout the product lifecycle based on market dynamics, competitive pressures, and policy changes.
Stakeholder engagement and relationship management
· Establish and maintain strategic relationships with Quebec private insurers, assigned national private insurers, pharmacy benefit managers (PBMs), benefits consultants, and other relevant reimbursement decision-makers.
· Lead complex negotiations with payers to advance Amgen’s access objectives.
· Represent Amgen in appropriate external forums and strengthen the organization’s reputation as a credible, collaborative, and patient-focused partner.
· Influence stakeholder perception through evidence-based interactions focused on customer needs.
· Identify opportunities to create mutually beneficial solutions that address payer priorities while promoting rapid and sustainable access for patients.
Cross-functional leadership
· Collaborate with Pricing, Health Economics, Medical Affairs, Legal, Government Relations, Commercial, Regulatory Affairs, Finance, and Patient Support teams to develop and implement integrated private insurance strategies.
· Lead cross-functional planning for private payer submissions, negotiations, reimbursement implementation, and lifecycle management for assigned payer accounts.
· Act as a subject matter expert regarding private insurance dynamics in Quebec and assigned national payer accounts, particularly concerning payer priorities, formulary decisions, and reimbursement trends.
· Contribute to brand and portfolio strategy by providing perspectives on private payers to foster alignment between access strategy and brand objectives.
· Collaborate with Patient Support teams to identify opportunities to optimize the entire patient access journey.
· Communicate strategic perspectives, risks, and recommendations to senior management and cross-functional teams.
Pricing, evidence, and reimbursement
· Support pricing and reimbursement strategies with private payers to optimize access while considering commercial objectives.
· Collaborate with Pricing and Finance teams to evaluate trade-offs between access, pricing, and profitability, and support the development of payer-specific business cases as needed.
· Collaborate with the global Health Economics and Outcomes Research (HEOR) team, Medical Affairs, and internal colleagues responsible for market access to translate clinical, economic, and real-world data into compelling value propositions for payers.
· Provide strategic guidance for the development of evidence dossiers for private payers, budget impact analyses, and reimbursement submissions.
· Monitor reimbursement performance, changes to payer policies, and market evolution, and recommend strategies to optimize long-term access.
Contract and agreement management
· Lead the negotiation and lifecycle management of agreements with private payers and product listing agreements for assigned accounts.
· Collaborate with cross-functional partners to develop innovative contracting and reimbursement solutions.
· Ensure agreements comply with legal, compliance, pricing, financial, and corporate governance requirements.
· Monitor the performance of contractual agreements and identify opportunities to optimize access, value, and long-term partnerships.
· Track performance against contractual terms as well as relevant key performance indicators regarding access or financial results.
Market intelligence and governance
· Monitor private insurer policies, trends related to drug formularies, competitor activities, changes to benefit plan design, and general market dynamics to guide strategy.
· Generate actionable insights to support portfolio planning, launches, negotiations, and lifecycle management.
· Gather and synthesize perspectives derived from interactions with payers to inform the global strategic plan for private insurance and support Commercial and cross-functional teams.
· Identify emerging access risks and opportunities in the Quebec private insurance market and with assigned national accounts.
· Ensure all external interactions comply with legal, regulatory, privacy, and corporate governance requirements.
Compliance and governance
· Ensure all interactions with private payers comply with legal, regulatory, and compliance standards.
· Maintain appropriate documentation, transparency, and governance throughout payer engagement and contract management activities.
BASIC QUALIFICATIONS
· Bachelor’s degree in life sciences, business administration, health economics, or a related field.
· At least five years of relevant experience in market access, reimbursement, private insurance, payer strategy, or account management within the biopharmaceutical, private insurance, pharmacy benefit management, benefits consulting, or payer organization sectors. Preference will be given to individuals with direct experience with private insurers, PBMs, or other payer organizations.
· Professional proficiency in French and English. Bilingualism (French and English) is required. The incumbent must be able to communicate well in English, as their duties involve regular interactions with English-speaking colleagues and stakeholders located outside of Quebec.
PREFERRED QUALIFICATIONS
· Experience working with a private insurer, a pharmacy benefit manager, a benefits consulting firm, or a payer organization.
· Demonstrated experience within a pharmaceutical or biopharmaceutical company, particularly in market access, reimbursement, private payer strategy, or account management.
· Recognized expertise in the Canadian private payer market and a solid understanding of the dynamics specific to the Quebec market.
· Strong and well-established network of relationships in the private insurance ecosystem, particularly with insurers, PBMs, consultants, and relevant healthcare stakeholders.
· In-depth understanding of drug reimbursement processes, pricing frameworks, formulary decision-making processes, and private payer coverage models.
· Proven experience in leading negotiations with payers and managing complex agreements.
· Demonstrated ability to act strategically and exercise influence over internal and external stakeholders.
· Demonstrated ability to analyze complex data and translate findings into concrete access strategies.
· Excellent communication, negotiation, relationship management, and presentation skills.
· Ability to work effectively within a matrix organization.
