Salary: Entire project cost £30-40k
Contract type: consultancy
Closing deadline: 28 October 2026
Length of project: Between November 2026- February 2027
Background
Global Witness is seeking a consultant to evaluate the impact of its Annual Defenders Report (ADR), published since 2012, which documents killings and disappearances of land and environmental defenders.
Although the report is valued and used for advocacy, litigation, media and policy influence, its outcomes and impact have never been collected less systematically.
As we shape our strategy to 2030, this 13-year evaluation will explore how, with whom and where the ADR has had impact, informing how it is used and promoted, and demonstrating its achievements to funders and decision-makers.
Key deliverables
- Desk review of ADR-related material, including how the report has changed over time and potential case studies
- Approximately 30-50 key informant interviews, or an alternative data collection approach that is sensitive to inclusion and access
- Qualitative data set of outcomes and changes to which the ADR contributed
- Impact evaluation report in formats that encourage use and sharing
- Translation and interpretation (EN, ES, PT)
Further full details are in the Terms of Reference below.
Application proposals
Global Witness invites expressions of interest from qualified consultants to conduct the impact evaluation. Applicants should submit the following:
- A short expression of interest (max 2–3 pages) outlining proposed methodology and approach to the evaluation questions
- A proposed workplan against the project dates
- CVs of the lead evaluator and any named team members
- A day rate and estimated total cost, within the £30,000–£40,000 budget range
Expressions of Interest will be evaluated based on the following criteria:
- Methodological approach and technical competence: Preference will be given to approaches that demonstrate flexibility and adaptability in complex and sensitive contexts, leverage secondary and remote data collection methods, while ensuring practicality and responsiveness to contextual constraints.
- Inclusion, equity and local knowledge systems: Proposals should demonstrate how inclusion and equity will be embedded throughout the assignment, including integration of local knowledge systems, ensuring balanced representation, and sensitivity to diverse perspectives and contexts.
- Experience and value for money: Proposals will be assessed based on track record, quality of previous work, and overall value for money, balancing cost-effectiveness with technical quality and deliverability.
