About the role
We are looking for a Senior Bid Coordinator to join our Birmingham office in a hybrid role supporting both Central Region work-winning activity and priority Public Sector bids.
This is a senior coordination role positioned at the top end of bid and proposal delivery, sitting close to bid writing and bid management responsibilities. It offers the opportunity to take on greater ownership, work on more complex submissions, and develop into a Bid Manager role over time.
You’ll play a key role in ensuring that opportunities are well-managed, bids are professionally delivered, and our teams are supported to perform at their best. Alongside this, you’ll gain exposure to high-value, multi-disciplinary Public Sector bids, providing a strong platform for progression.
This role is ideal for someone who enjoys being hands-on, is ready to step up in responsibility, and wants to build a long-term career in work-winning and bid management.
What You’ll Do
Regional Bid Coordination (Primary Focus)
- Contribute to and coordinate the preparation and submission of proposals and bids within the Birmingham office and wider Central Business Unit (Birmingham, Oxford & Cambridge).
- Manage workflows and documentation (SharePoint, filing systems) to ensure structured delivery
- Ensure submissions are compliant, well-presented, and aligned to Hoare Lea standards
- Maintain strong document control, version management, and organisation
Opportunity & CRM Management
- Manage and maintain opportunity data within our CRM system (Co-Op)
- Open and structure opportunities at early stages
- Work proactively with work winners to gather and complete key information
- Support pipeline visibility, reporting, and forecasting
Public Sector Bid Support
- Support the coordination of priority Public Sector bids
- Assist with timelines, inputs, and multi-disciplinary collaboration
- Contribute to content development, structuring responses, and shaping submissions
- Provide additional support on key pursuits where required
Frameworks & Coordination
- Support Public Sector framework submissions where needed
- Maintain visibility of framework-related opportunities
- Provide light-touch coordination to ensure opportunities are progressed
- Be a tactical point of contact for Hoare Lea within the wider TetraTech group.
Communication & Collaboration
- Act as a central coordination point across bid teams
- Ensure submissions are followed up and outcomes recorded
- Capture and share client feedback to support continuous improvement
- Represent the Central Region within the firmwide bid community
Business Development Support
- Attend internal key work-winning and forecast meetings
- Support client events, local industry events and engagement activities where required
- Assist with follow-up actions to maintain momentum post-submission
- Use market research tools and platforms to inform BD activities across the Central Business Unit and Public Division .
Digital & Continuous Improvement
- Use CRM and digital tools effectively to support delivery
- Embrace emerging tools, including AI, to improve efficiency and quality
- Contribute to improved and consistent ways of working
About you
To be successful in this role you’ll need:
- Experience in a bid coordination or proposal role, ideally within construction, engineering, or consultancy
- A clear desire and capability to progress into bid writing or bid management roles
- Confidence working on, or readiness to step into, more complex or higher-value submissions
- Strong organisational skills, with the ability to manage multiple priorities
- Excellent communication skills and confidence working with senior stakeholders
- High attention to detail and pride in producing quality work.

Location & working pattern
This role is based in Birmingham, and candidates should be within easy commuting distance of our Birmingham office.
We operate a hybrid working model, with a minimum expectation of three days per week in the office to support collaboration and team working.
