Summary of Duties
Reporting to the Director of Financial Resources, the incumbent is responsible for accounting and financial operations. They plan, coordinate, and actively participate in the daily operations of the Finance Services department. They ensure functional and administrative supervision of department employees, monitor the quality of accounting operations, ensure compliance with deadlines, and act as the first point of contact for the team. They also support the Director in financial management, budget planning, financial statements, and continuous improvement projects. They are responsible for developing decision-support tools, financial analysis, and financial controls.
The incumbent supports the Finance Director in assisting managers with questions related to their areas of expertise. They assist them in interpreting policies, administrative procedures, laws, and regulations regarding financial matters. They actively participate in the implementation, deployment, and communication of new financial programs and processes, as well as in harmonizing practices and processes with various departments and faculties.
Main Duties
Personnel Management
- Supervise the daily work of Finance Services employees.
- Determine operational priorities, prioritize team members' projects, and establish necessary steps to ensure desired results.
- Act as a first-level resource person for technical questions or to resolve conflicts.
- Train, mentor, support team members, and foster their professional development.
- Monitor team members' performance, evaluate results, and adjust plans as necessary.
- Foster a climate of collaboration and continuous improvement.
Banking and Financial Operations
- Manage the tracking and reconciliation of banking and financial operations;
- Control daily collections, financial transactions, verify and revise their accounting entries to the correct accounts as needed;
- Sign/Authorize banking transactions;
- Identify all discrepancies and anomalies, determine causes, resolve them, and follow up.
- Compile data and prepare reports to guide decisions as needed.
Budget Operations
- Design, adapt, and propose documents and reports to the Finance Director for budget planning and control;
- Compile and/or review received budgets;
- Monitor and advise managers regarding their budgets;
- Monitor endowment funds and deferred revenues (Scholarships, salaries, expenses, donations, and grants) as well as their financing and expenditures;
- Verify and classify general ledger accounts and monitor them;
- Distribute and reconcile salary expenses to general ledger accounts, analyze and identify discrepancies;
- Monitor source distribution accounts and prepare necessary payments and transfers;
- Perform payroll cost calculations in support of the management negotiation team.
Student Accounts Operations
- Review and validate student monetary entries from the Admissions Office or other users;
- Validate and reconcile all accounting information contained in the UO Campus system, extract financial reports from it;
- Record government scholarships to student accounts (OGF, OGS, SSHR…);
- Reconcile outstanding accounts and receivables from the UO Campus system with Sage;
- Identify and implement necessary measures for delinquent accounts, including recourse to collection agencies.
Director Support
- Act as a conduit for objectives set by the supervisor or senior management;
- Inform the Finance Director of problems identified in operations and propose and/or recommend solutions;
- Assist the Director as needed in managing various special projects for the department;
- Ensure compliance with various levels of government by completing forms and producing reports as needed (e.g., research grants, charitable status T3010, T1245, F300, Statistics Canada…)
- Assist the Director in preparing worksheets, financial statements, and notes;
- Respond to auditors' questions;
- Ensure consistent quality of customer service among all department members;
- Perform any other tasks requested by the supervisor within their area of activity;
- Replace management as needed during absences and ensure team stability.
Interdepartmental Project Coordination
- Ensure smooth communication between management, the team, and external partners to the unit;
- Assist in the development and implementation of new accounting and financial procedures;
- Actively participate in the implementation of software that impacts budgets and/or services;
- Actively participate in developing and validating financial and budget processes of external software, such as UO Campus, Work Force Now, Raiser's Edge, Orion…
- Analyze financial and payroll data for the needs of other sectors;
- Extract and build reports for managers according to their needs.
Education, Knowledge, Experience, and Essential Qualities
- University degree in accounting, finance, or a combination of education and experience deemed equivalent.
- Bilingualism (oral and written).
- 5+ years of experience in positions of increasing responsibility in multiple areas of accounting and finance.
- Experience in team management.
- Experience in accounting firms as an auditor is a major asset.
- In-depth knowledge of ERP software, Microsoft Office, and search engines.
- Demonstrated experience with accounting and financial management systems for the purpose of conducting analyses, reports, and presentations.
- Demonstrated knowledge of financial, banking, budget operations, and accounting procedures.
- Strong communication skills, oral and written, to manage multiple situations with a wide variety of clients.
- Knowledge of the Ontario university environment is an asset.
