Brief Description
Vacancy Details
Duration: 6 month Secondment or 6 month Fixed Term Contract with the potential to go permanent. (Please note, secondments are subject to line manager approval, please discuss this with them before applying).
Location: This role is based in The Quadrant: MK. This role is a full-time opportunity, flexible working patterns will be considered.You must live within 90 minutes of The Quadrant.
Band & Salary: Band 3C £55,596 - £62,546 (Subject to experience)

About the role (External)
The team delivers people and Learning & Development (L&D) related initiatives for the finance community.
The Finance Learning & Development Specialist delivers exciting L&D initiatives for the finance community including sponsorship process management; the Annual Finance Conference; Talent development programmes; L&D webinars; mentoring programmes as well as Diversity & Inclusion initiatives. Some of these initiatives span across the rail industry and involve finance colleagues from train and freight operators and other rail organisations. The role also offers the opportunity to engage with accountancy bodies (ACCA, CIMA, ICAEW and AAT) and tuition providers.
You will be working with key stakeholders across the finance community including functional directors, executive sponsors, and their representatives. Central to these roles is the delivery of people related initiatives on behalf of the finance community (e.g. new entrants programme, diversity and inclusion initiatives; L&D initiatives; planning and delivering induction and training programmes). You will work effectively with the wider finance community to empower colleagues (incl. apprentices and graduates) to help them enhance their personal development journeys and participate in industry wide collaborative initiatives for finance.
You will be the Subject Matter Expert in L&D and will engage with internal and external stakeholders to define, develop and deliver a high quality L&D programme for our clients.

Our diverse and high-achieving Finance Strategy & Development team delivers people and Learning & Development initiatives for the wider finance community including industry initiative for rail finance colleagues. Finance responsible for ensuring we secure appropriate funding for the learning & development to upskill our finance colleagues to get the best possible value for the money we spend, driving forward our continuing mission to transform the UK’s rail network into a world-class infrastructure.

We are looking for keen individuals who have strong presentation and communication skills, emotional intelligence, big picture thinking, analytical skills and a passion for Learning & Development to help us achieve excellence in finance discipline across the rail industry.
What does the average day look like?
As the visionary leader for Learning and Development within Network Rail’s finance community, you will drive the strategy to elevate the skills and competence of finance professionals, aligning them with industry standards. You will build strong relationships with key accountancy bodies like ACCA, CIMA, ICAEW, and AAT to shape future-focused CPD strategies and manage innovative projects that enhance collaboration and professional growth across the industry. You’ll ensure rigorous sponsorship processes, collaborate with regional and functional teams, and lead impactful communications strategies to promote development opportunities. Additionally, you will foster cross-industry networks and leverage data-driven insights to continually improve our L&D offerings, while overseeing the procurement of top-tier training providers to support the continued evolution of finance competencies within Network Rail.
Essential Criteria
·Degree or equivalent experience in L&D, HR, Project management, Finance
·Significant experience of delivering successful people programmes
·Good understanding of accountancy bodies (incl. ACCA, CIMA, ICAEW, AAT)
·Commercial and financial understanding and knowledge
·Successful delivery of large events such as conferences, talent pool programmes
·Excellent communication and presentation skills with the ability to influence, negotiate and present at all levels
·Excellent stakeholder engagement and interpersonal skills at all levels
·Experience of creating strategies for L&D engagement and delivery
·Significant event management experience
·Experience of managing teams
·Highly proficient in the use of Microsoft Office packages
·Experience of site building in SharePoint
·Significant experience of creating data insights
·Good understanding of sponsorship and levy funding
·Procurement experience – specifically relating to tenders for bids
·Significant experience writing reports, proposals and business cases
